À la suite de sa participation au panel du webinaire sur les ZESS, co-produit le 28/09 par IPEMED, avec AEZO et La Fondation AME, «Pour un modèle euro-africain de Zones Économiques Spéciales et Sécurisées (ZESS)», Cécile BILLAUX, Chef d’unité à la Commission européenne (DG INTPA), nous éclaire sur l’approche de l’institution.

APP – Avec la Présidente Ursula von der Leyen, la Commission UE affiche la volonté de fonder un partenariat plus proactif avec l’Afrique, avec une approche plus allante envers le secteur privé. Comment se met en place cette nouvelle vision ?
Cécile BILLAUX – Apporter un appui aux chaînes de valeurs et aider nos partenaires africains à développer leurs propres chaînes de production, c’est une dimension de notre politique de développement qui s’affirme en effet de plus en plus à l’adresse du secteur privé, avec l’objectif de soutenir la création d’emplois et la croissance.
Aujourd’hui, nous sommes au début d’une nouvelle phase de programmation des fonds pour les sept prochaines années en ce qui concerne notre partenariat international. Tous les sept ans en effet, l’Union européenne décide de ses priorités dans le domaine du développement, soit concrètement comment s’engagera la dépense de ses fonds destinés à ce partenariat international.
APP – Sur quels principes se fonde cette projection à sept ans de l’engagement européen avec l’Afrique ?
Cécile BILLAUX – Nous sommes en train d’élaborer le mode opératoire. Bien sûr il y aura des points ajustables, mais nous fixons les grandes directions stratégiques de notre action : supporter l’emploi et la croissance via le développement du secteur privé africain en Afrique, afin d’offrir du travail aux jeunes, est une composante essentielle de notre vision politique. Dans mon unité, développer un secteur privé national florissant est notre priorité, car c’est la base du développement économique à long terme pour nos partenaires.
Une autre composante fondamentale de cette vision, et vraiment au cœur du travail de cette nouvelle Commission, c’estle développement vert(Green deal). Notre Présidente, Ursula von der Leyen, nous a fixé un haut niveau d’ambition, en ce qui concerne les fonds qui doivent être consacrés au développement vert.
Cette exigence s’applique aussi au support du secteur privé pour faire en sorte que dès le début, l’emploi soit créé avec une vision intégratrice des opportunités de la croissance verte, mais aussi dans le respect des normes européennes, notamment environnementales, fondées sur des conventions internationales, ce qui permettra aussi aux entreprises d’avoir une base plus solide et de mieux résister aux chocs, comme nous avons pu le constater au plus fort de la pandémie.
Outre la question du développement vert, nous tenons aussi à tout ce qui relève du social et de l’inclusion, en respect des normes de travail internationales… Par exemple, nous voulons effacer des formes de travail comme celle des enfants, ou le travail forcé, en fait tout travail qui ne respecte pas les normes internationales.
Nous souhaitons aussi apporter notre soutien aux jeunes entrepreneurs, car il y a sur le continent africain un dynamisme et une volonté d’entreprendre sur lesquels il faut vraiment essayer de capitaliser nos efforts.
APP – Vous avez participé ce mardi 28 au panel de haut niveau du webinaire sur les ZESS, organisé par IPEMED, AEZO et La Verticale AME. Qu’avez-vous pensé du Rapport sur le sujet, qui a servi de base aux échanges ?
Cécile BILLAUX – La proposition centrale du Rapport, de réfléchir à un modèle de zone économique spéciale revisité pour mieux coller aux besoins et attentes de l’Afrique, me paraît très pertinente, car l’on perçoit très bien les avantages et potentiels des ZES pour les pays africains. En même temps, il y a des risques à ne pas négliger.
Donc réfléchir à un modèle qui pourrait justement prendre plus en compte le soutien au secteur privé – avec cette dimension verte et le respect des normes du travail que j’évoquais – me paraît judicieux, car cela permet de voir quel type de modèle spécifique peut convenir aux Africains. Il faut, bien sûr, le faire avec les Africains, et les acteurs économiques, tous ensemble.
Dans ce cadre, il faut également réfléchir à minimiser l’impact que pourraient avoir les ZES sur la mobilisation des revenus domestiques à l’heure où la zone de libre échange continentale se met en place et pourrait également amoindrir ces revenus, dans un premier temps, avec la baisse des tarifs douaniers.
APP – Que pensez-vous de la proposition avancée dans le Rapport, de créer un un laboratoire commun UE-UA sur les ZESS ?
Cécile BILLAUX – Concrètement, sur la base de cette étude, je pense que nous sommes tout à fait prêts à continuer cette réflexionau-delà même du séminaire, et voir comment mettre cela en pratique.
En fait, en parallèle du sommet politique Europe-Afrique qui se tiendra sous présidence française en février prochain, mon unité organise le sommet Business, qui permettra justement de développer des sujets qui tiennent à cœur au secteur privé, en Afrique comme en Europe. Et nous pourrions envisager de faire un suivi (follow up) sur la base des principales recommandations de l’étude, et en particulier sur ce laboratoire commun de réflexion.
Donc, comme proposition concrète pour une prochaine étape, je me dis que, dans le cadre de l’EU Africa Business Forum (EABF), on pourrait monter une session sur cette question des Zones économiques spéciales, qui pourrait trouver une résonance au sommet UE-UA – car lors de l’EABF, il y a toujours une déclaration rattachée au sommet politique, ce qui crée du lien au niveau des décideurs.
On pourrait également faire mûrir cette réflexion en utilisant les plateformes qu’animent la Fondation Mo Ibrahim et Friends of Europe, avec l’appui d’IPEMED, pour rassembler Européens et Africains du monde politique, secteur public et secteur privé.
APP – Vous vous projetez déjà dans l’action !…
Cécile BILLAUX – Oui, notre idée est de voir comment utiliser cette étude pour rebondir. Nous mettons actuellement en place les sujets dans le cadre de l’EABF et pourrons discuter avec l’UA si c’est un sujet pertinent pour eux également dans ce contexte. En se fondant sur l’étude, il s’agit d’aller au-delà, avec des groupes de travail d’industriels et du secteur public d’Europe et d’Afriquequi pourront dialoguer en amont et permettront d’arriver à l’EABF avec des pistes de réflexion… Soyez-en sûr, nous sommes très motivés pour continuer les réflexions que vous avez engagés en y associant le secteur privé.
